486 and tech plan requirement

With the first wave of funding commitments for 2007 coming out, we need to look at options for filing Form 486.

Those libraries that requested funding for only basic telephone services can go ahead and file Form 486 at any time. They don't need to worry about technology plan approval review.

For those that are requesting funding for services requiring technology plan approval, I suggest filing two 486 forms.
  • File one Form 486 for just basic telephone service Funding Request Numbers (FRNs). That way you can mark NONE for Block 4 #8. This 486 should go through without technology plan approval review so you can be assured of at least some funding.

  • File another Form 486 for any additional FRNs that require technology plan approval - e.g., DSL or cable lines, monthly internet service, internal connections. These can be subjected to the technology approval plan review. If your library does not pass review for some reason - i.e., creation date after you filed Form 470 or SLD does not feel your tech plan meets their criteria - you can file an appeal.
The point is that all of your funding will not be held up or put in jeopardy because of technology plan problems.

You also still have the option at this point of canceling any FRN subject to technology plan approval by filing Form 500. Be sure to cancel ONLY the FRNs related to data lines and/or monthly internet service.
